The Council of the Zambia Institute of Advanced Legal Education (ZIALE) is looking for a suitably qualified experienced and result oriented person to fill the position of Finance Manager.
JOB PURPOSE
Reporting to the Director & Chief Executve Officer, the Finance Manager will be responsible for developing and managing a general accounting and financial portfolio and design systems and procedures for control of expenditure in order to sustain the Institute’s financial accountability to the Council.
DUTIES AND RESPONSIBILITIES
Formulation of Policies. Fomulates and implements accouning policies and procedures;
Ensure fiat the company complies all legal and regulatory requirements;
Preparation of management account -Prepares quarterly management accounts for Council presenttbn and management control putposes in terms of information for decision making;
- Budget Preparation, Monitoring and Control – Ensure develwnent and maintenance of efficient budgetary and financial management stuctutes, preparing, implementing and monitoring the Institute’s annual revenue and expenditure budgets and monitoring performance;
- Facilitate and implement continuous financial audit, financial analysis and finandal control systems that will monitor the internal operating environment, flow of funds, and adherence to the budget;
- Risk Management & Control – Establish procedures, guidelines and work instrucions conceming administration of finances;
- Treasuty Management & Investments – Manage, coordinate and control investments in order to maximise revenue;
- Responsible for liquidity management including debt collection;
- Develop investment guidelines and manage all risks associated with investments of funds;
- Manage the monitoring of in order to ensure spending is in line within the approved budget and financial regulations;
- Preparation of Financial Statements – Prepare financial statements in line with acceptable and applicable accounting standards and submit financial inputs to the annual reports;
- Maintain relations with external auditors and investigate their findings and recommendations;
- Participate in key dedsions as a member of the senior management team;
- Ensures preparaion of salaries and cornpiles statutory retums;
- Oversees Stores function of the Institute;
- Oversee the issuance of financial information;
- Ensure that record keeping meets the requitement of auditors, govemment agencies and various stakeholders;
- Attend to relevant sub Committees of Council;
- Maintain banking relationships;
- Atends relevant adhoc Committees as directed; and
- Perform any other duty as may be assigned by your superior.
QUALIFICATIONS AND EXPERIENCE
- Grade 12 with 5 “O” levels induding English and Mathematics credit or better;
- Qualified Chartered Accountant in a recognized global body e.g. ACCA, CIMA, ACA;
- Post Graduate Degree in Business Administrabon or related field, will be an added advantage;
- Minimum 10 years relevant working experience in a Senior position; and
- Full member ofthe Zambia Insitute of Chartered Accountants (ZICA).
SKILLS AND ATTRIBUTES
- Proficiency in Pastel Accoundng Package, Macro Payroll and Microsoft office applications;
- Knowledge of Government accounting procedures;
- Good understanding of applicable tax, pension and labour laws;
- Extensive analyical skills;
- Ability to facilitate a wide range of mathemaical calculations;
- Must compile and produce accurate statistical reports on strict deadlines;
- Human relations skills as incumbem interacts with a wide range of business community in the finandal sector;
- Cultivaton of self-confidence, key factor as job holder worlg under minimum supervision;
- Excellent leadership skills; and
- Strong written and oral communication skills.
