The Safeguarding and Protection Manager will lead, manage and maintain the delivery of World Vision Zambia ’s strategy to end violence against children and manage the overall child and adult safeguarding programming portfolio, ensuring compliance with donor requirements, World Vision’s Global Child Protection Sector Approach(es) and the organisation’s design, monitoring and evaluation cycles, as well as leading in creating an environment that promotes safeguarding and protection of beneficiaries. S/he will work with other sectors to strengthen integrated approaches to achieving child protection and safeguarding outcomes, ensuring quality monitoring and evaluation of child protection/ending violence against children programming and demonstrating evidence of impact. Her/his role is to ensure that all child protection and safeguarding interventions (regardless of funding stream) are of a high technical quality in order to achieve the desired outcomes for the most vulnerable girls, boys and adult beneficiaries in Zambia. This person will also provide technical support to child protection in emergencies or response situations.

The Safeguarding and Protection Manager will lead, manage and maintain the delivery of WV Zambia’s child and adult safeguarding strategy including in emergency responses. S/he will work with other sectors to strengthen integrated approaches achieving protection outcomes, ensuring quality monitoring and evaluation on safeguarding programming.

Major Responsibilities

Program Development and Grant Acquisition

  • In partnership with resource acquisition staff, s/he will secure adequate funding for child protection and safeguarding programs by providing technical input into the development of proposals and Child Protection programme designs for grant acquisition and other funding sources.
  • Ensure Child Protection and Spiritual Nurturing Programs (CPSN) are adequately funded and supported with appropriate technical capacity for effective implementation.
  • Lead the design of the technical approach and programme to address violence against children issues using a solid root cause analysis process and involving multi-sectorial programming, as required.
  • Program from work planning, monitoring, and capacity strengthening for effective legal system and improved spiritual nurturing of children.
  • Develop quality interventions in Child Protection and Adult Safeguarding in Child Sponsorship funded programs

Program Management and Reporting

  • Lead integration of child protection into other sector’s technical approaches and programmes.
  • Set and enforce Child Protection standards to be adhered to by implementing staff and all partners.
  • Develop and support capacity building plans of staff and implementing partners working with children and beneficiaries.
  • Support Field Programmes in empowering grassroots communities, church leaders, and traditional leaders in being actively engaged in improving Child Protection and ensuring appropriate, safe, and meaningful participation of children in programs aimed at strengthening their protection mechanism.
  • In collaboration with other internal stakeholders, ensure development of the annual Child Well Being report and consolidated Semi-annual/annual National Reports for review and approval by the Senior Leadership Team.

Ensuring a Child and Adult Safeguarding / Child Safe Organisation

  • Develops and leads a capacity building and training strategy for safeguarding children and adult beneficiaries for all staff.
  • Coordinates standard procedure and appropriate capacity for ensuring safeguarding practices by partners and contractors (and their affiliates).
  • Collaborate with colleagues in People & Culture and other relevant departments to jointly manage Adult Safeguarding Incident and Child Protection Incidents (Level 1-3) according to global protocols with support from World Vision’s Regional Office and Global Centre.
  • Leads and coordinates internal accountability efforts for safeguarding, including the annual Safeguarding Update Report and action plan for improvement.
  • Guides the process of updating the national, contextualised Safeguarding Policy, including the development of child protection incident preparedness plans (CPIPP) and relevant implementation tools to effectively implement the Safeguarding Standards

Knowledge Management and Learning

  • Provide technical support for the assessment of competencies of Child Protection implementing staff at all levels and support the development of appropriate professional development plans.
  • Lead knowledge management for Child Protection & Participation by developing a process for capturing, sharing, and learning from programme progress and utilisation of evidence to improve programme implementation, strategy revision, Child Protection policy review and external publications.
  • Promote the development of innovations in child protection building on learning’s and evidence of good practice and informed by the unique challenges and needs of the context.
  • Lead in the sector specific and/or integrated research and learning initiatives by developing research concepts with the view to generate lessons and knowledge for Child Protectioneffectiveness and improved future programming.
  • Provide technical support to DME in documenting and reporting best practices on child protection and spiritual nurture for improved future programming.

People Management

  • Ensure new staff are oriented on World Vision’s Child & Adult safeguarding policy and all staff are re-oriented to this policy annually (at a minimum).
  • Coach and mentor Child Protection and Participation technical staff as well as provide input in their annual performance appraisals.
  • Manage personal learning and career development leading to staff well-being and work-life balance.
  • Ensure staff are trained and equipped on how to conduct program assessments, baselines, monitoring and evaluations for evidence based impact in Safeguarding and Protection.
  • Contribute to and support program activities that enrich and develop spiritual growth of staff.

Qualifications/Education/Knowledge/Technical Skills and Experience

  • Degree in Human Rights, Law, Public Policy, Social Work, Policy Formulation and Analysis, Community Development or any related field. Master’s Degree is preferable. .
  • At least 5 years of experience in related field at management level.
  • Experience with donor-funded and community projects is preferable.

  • Personal commitment to Jesus Christ and proven church/Christian leadership experience.
  • Good understanding of and respect for diverse churches and Christian organizations in the country and ability to effectively work with churches with different doctrines and traditions.
  • Ability to influence, network and collaborate with national level government, NGOs, Church mother bodies and UN Agencies.
  • Strong understanding of the systems approach to child protection and community based child protection mechanisms.

Working Environment / Conditions:

  • Work environment: 30% field based, 70% office work
  • Travel: 30% local travel, and as needed, international travel.
  • On call: Preparedness to work outside normal working hours
