Zambia has seen some good progress in advancing access to education, with universal primary

enrolled in schools, a significant advancement in the past five years. However, despiteow

significant investments to the sector since the setting of the Millennium Development Goals in

2000, almost 800,000 children remain out of school (almost a fifth of the school age

population) and the sector continues to be characterized by low quality and associated low

learning levels. Inequality in Zambia is also on the rise, with certain groups marginalized or

almost fully excluded from quality education opportunities.

The marginalized groups include girls, particularly adolescent girls, children with special

education needs (CSEN), the poorest and the rural children. CSEN make up a very small

percentage of the school-going population, as they are often kept back by their families due to

stigma; those that attend school suffer from limited facilities and appropriate teaching and

learning resources. Despite good advances in policy promoting girls’ education, including a re-

higher rate than boys. Consequently, only 27% of girls, compared to 34% of boys, completeut at a

Grade 12, and often with poorer results. This is particularly the case in Science, Technology,

Engineering and Maths (STEM subjects); this in turn reflects in the employment of women in

these fields in the formal labor market, and impacts the future equitable growth potential of the

country.

UNICEF supported a study in 2014 on the situation of out-of-school children (OOSC) in Zambia.

The study showed that most of the OOSC are of secondary school going age, and highlighted

particular groups of children most at risk of exclusion. The data shows that 10% of girls (6%

boys) in urban areas are out of school, compared to 17% girls (11% boys) in rural areas. Disparity

can also be seen with regard to socio-economic status with 26.9% of children from the poorest

families being out of school compared to the 4.3% from the wealthier quintiles.

UNICEF (led by Child Protection Unit) also supported the Government of Zambia with a

qualitative study on the issue of child marriage in Zambia. The findings from this study were

used to develop a National Plan of Action on Ending Child Marriage by 2030, supported by an

11-Ministry consortium, including both ministries of education. Child marriage continues to affect

up to 32% of under-18 year old girls, resulting in school dropouts and early pregnancies.

Zambia has developed the Seventh National Development Plan (7NDP) for the period 2017 –

2021 and will guide the development of the education sector to support the advancement of

national goals. The Ministries of General and Higher Education are developing a joint Education

Sector Strategic Plan to respond to these priorities, which should come into place by mid-2017.

critical component of UNICEF’s work which will be aligned to the 7NDP specific strategic plans

to support its implementation.

The UNICEF Education Programme for 2016-2020 has a strong focus on strengthening MoGE

include: Quality, Equity (particularly around access to secondary education, and especially for

girls), and Early Childhood Care, Development, and Education (ECCDE).

2016 was the first year of the 2016-2020 UNICEF Zambia country programme. As work moves

on from planning to implementation and scale-up, and as the Ministry develops its own sector

8 Jul 2019 Page 2 of 8Under the direct supervision of Education Specialist the UNV Education Officer will support the UNICEF Education team to effectively plan, implement and manage the education programmes by working with

Government, UN agencies and other development partners and NGO counterparts in the areas of Early

Childhood Education, Quality and Equity in education, including through capacity building and the

strengthening of cross-sectoral linkages. The ultimate goal is to ensure that all Zambian young people

have access to pre-primary, primary, and secondary education, and that out-of-school children are

reached with opportunity to re-enter the formal schooling system or gain access to skills development

With a Focus On Marginalized Children. Responsibilities Will Include

Support evidence generation of the situation of marginalized groups and ensure evi-dence-based

responses to situational analysis, both by UNICEF and partners;

Ensure efficient, disaggregated and timely data gathering, utilization and evidence-based decision-

making and programming;

Undertake field visits to monitor programmes, as well as conduct periodic programme reviews with

Government and NGO counterparts and other partners. Propose and/or undertake action on

operational procedures affecting project implementation and management;

Provide technical advice and assistance to government officials and other partners in the planning,

implementation, monitoring and evaluation of programme. Prepare pro-gramme/project status

reports required for Management Board, donors, budget review, programme analysis, annual reports,

etc;

Participate in the development of the annual education work plans and budgets. Prepare

programme/project status reports required for management and donors, including budg-etary

reviews, programme analysis, annual reports, etc. Analyse collected data and in-formation and

prepare progress reports including monitoring and reporting indicators, including by gender;

Enhance project efficiency and effectiveness through implementation and follow-up activities with

various implementing partners, including monitoring UNICEF inputs, local conditions and resources,

flow of supply and non-supply assistance and education pro-ject status;

Ensure adherence to UNICEF Harmonized Act for Cash Transfer (HACT) and other assurance

activities. Ensure the appropriateness, timeliness and accuracy of financial, administrative and supply

documentation from partners. Support with programmatic reviews with Government and other

counterparts and partners;

Support with communications materials and briefings to UNICEF management teams, donors and

partners;

Support coordination activities amongst partners, including through the ‘Delivering As One’

approach.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the

concept of volunteerism by reading relevant UNV and external publications and take active part in UNV

activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on

traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment

reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application-
