Description
We seek a dynamic Chief of Party to lead the anticipated five-year USAID Zambia District Governance Strengthening program. This program will strengthen Zambia’s system of local governance to improve service delivery and self-reliance. It will enhance the role of local partners; improve service planning and management; enhance coordination across the education, health, nutrition and natural resource sectors, and; improve citizen oversight of government performance. Key Responsibilities
- Oversee program implementation, providing programmatic, financial and administrative leadership to achieve all deliverables, targets and timelines;
- Effectively represent RTI and establish and maintain productive relationships with USAID/Zambia, government counterparts, relevant civil society organizations, academics, media and business leaders;
- Supervise and oversee the work of a dynamic program team, partners, and subcontractors, providing vision and guidance;
- Guide the program’s learning agenda, applying lessons to adapt implementation strategies and approaches, and disseminate findings;
- Uphold RTI technical and workplace environment standards and ensure strict compliance with USAID and RTI policies, regulations and internal controls;
- Exercise sound financial management skills including effective project spending;
- Review deliverables and technical materials to ensure high quality products and adherence to RTI analytical and data integrity standards.
Minimum Skills and Qualifications
- Master’s degree in political science, international development, economics, business, or a related field;
- Minimum of 10 years of experience in related work, with a track record of progressively responsible management of complex, politically sensitive, donor-funded programs;
- Minimum of 3 years of experience in public administration, governance or civil society programming in Zambia, preferred;
- Demonstrated experience in managing diverse, high-performing, multidisciplinary teams;
- Excellent communication and presentation skills with fluency in written and spoken English
