Summary of Position:

The Advocacy and Policy Manager will serve as business developer and communications expert for the Zambian Programs of an international NGO, by providing technical expertise and oversight for the successful implementation of all organisation’s services and building partnerships. She/He will provide technical support to all departments, as well as day-to-day management of all liaison and communication-related activities.

Essential Duties and Responsibilities Include the Following.

  • Provide overall leadership in communication, community engagement and partnerships;

  • Implement strategic and programmatic direction to drive an innovative agenda to promote and sustain demand for the program’s Zambia services with a view to increase coverage;

  • Implement program’s agendas related to advocacy, behavior and social change communication, social mobilization and community engagement;

  • Coordinate national partners on demand for the program’s services, focusing on advocacy;

  • Convene of national experts in social and behavior change communication, behavioral sciences, implementation research, and HIV/AIDS from UN agencies, CSOs, academia and donors for technical collation and review of evidence, tools and interventions to promote, sustain, and monitor community demand for the program’s services;

  • Coordinate evidence-based programming in demand and communication for AHF services;

  • Tracking of progress on status of demand for the program’s services nationwide and in priority regions;

  • Use documented lessons on design, field testing, scaling-up and monitoring of evidence-informed and innovative social and behavior change communication, community engagement and demand promotion strategies to influence national priorities and programming;

  • Establish and maintain communication channels with local media and a regularly update information centre (e.g. website or other) on progress;

  • Developing Communication and Advocacy Materials for program;

  • Any other duties that may be assigned by the relevant authourity.

  • Serves as the principal focal point for the provision of advice to the government on all aspects of the program;

  • Serves as the interface between the government and the NGO on day-to-day basis;

  • Builds a conduit for information through  liaison  with government and other agencies, and identifies potential areas of further collaboration;

  • Ensures that the benefits of collaborating with the NGO are known and understood by government and other relevant stakeholders;

  • Takes a proactive  role  in  aligning  the  activities of Government to those of the NGO;

  • Ensures the program is represented (by him/her or other staff) in the relevant adhoc and standing committees of government and other partners;

  • Ensures that the NGO is aware of new and relevant initiatives of the government;

  • Keeps informed about national partners undertaking activities that are of interest to the program;

  • Develop strategies for building and sustaining internal and external partnerships in support of agency approved projects;

  • To undertake any other duties as may be assigned.
  • Education and/or Experience:

  • University degree (Masters preferred) in the social/behavioural sciences, (Communication, Anthropology, and Health Education) or related field, with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions;

  • At least five years of relevant professional work experience;

  • Experience at the national level with a focus on public health is desirable;

  • Familiarity with a national HIV/AIDS landscape is a definite asset;

  • Peer-reviewed publications in public health and social sciences or communication are a definite asset;
  • Language Skills:

  • Proficiency in English is a must. Fluency in local languages is an added advantage.

  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.

  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

  • Ability to write speeches and articles for publication that conform to prescribed style and format.

  • Ability to effectively present information to top management and public groups.

  • Ability to write routine reports and correspondence.
