For nearly 20 years, SFH has supported delivery of reproductive health, HIV and AIDS, malaria and child survival services and products in line with the policies and priorities identified by the government of Zambia.

PSI/SFH seeks a Director of Monitoring, Evaluation, Research, and Learning (MERL) (local position) to lead the management of all reporting and research activities under an anticipated $35-38M 5-year USAID-funded project in Zambia. The project will improve health outcomes for Zambians by increasing the use of essential health products and services among priority audiences through expanded availability and accessibility of quality health products and services in the private sector.

Your contribution

The MERL Director will be in charge of the monitoring, evaluation, research, and learning components of the activity. The position will be responsible for developing monitoring, evaluation, and reporting (MER) systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance. He or she will also develop a research agenda for the activity and ensure methodological rigor of research undertaken. The MERL Director also oversees the development and submission of timely, accurate, and complete reporting.


What are we looking for?

  • A Master’s Degree or higher in statistics, evaluation, public health, international development, social sciences, or relevant field.
  • A minimum of eight years of progressively responsible experience working in monitoring, evaluation, research, and learning on public health programs in sub-
  • Saharan Africa or other resource-limited settings.
  • Documented hands-on practical experience setting up and managing MER systems for health programs in developing countries, including data quality assurance.
  • Demonstrated expertise in rigorous quantitative and qualitative research.
  • Familiarity with market data (collection and interpretation), and measurement of total market approaches preferred.
  • Proven ability to produce professional quality English-language documents such as
  • progress reports, case studies, and research protocols.
  • References will be required.
