Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has programme areas (PAs) in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located.
We are looking for experienced, vibrant and self-starters to fill the following Emergency Response Positions in Central Province:
MONITORING AND EVALUATION VERIFICATION OFFICER – FOOD CRISIS – Temporal Position (Central Province –X1)
Position Description:
This role will exist to ensure Effective Monitoring & Verification of Emergency Response Interventions in Plan Response Areas. He/she will provide technical leadership on all M&E related activities in the emergency response including the development of Feedback mechanism, M&E Systems, data collection & verification tools, operational planning, reporting and M&E technical support to alliance partners in Zambia.
Responsibilities:
- Supports development of data collection tools, monitoring and review of the response in consultation with the communities.
- Ensures that response strategies and approaches used are in line with Response Plan and MER plan and Framework.
- Lead the development of MER Plans for response in collaboration with CO M&E team to enhance Quality the response and learning in the delivery of activities.
- Strengthens and institutionalizes monitoring systems of the response in Plan international corporate system (SAP) for monitoring and evaluation of activities.
- Facilitates development of Feedback Mechanism in a participatory manner to enhance accountability in the emergency response program.
- Provides technical leadership in planning and coordination of post emergency response surveys, Assessments, capturing case studies to enhance performance measurement and learning.
- Leads the emergency response team and other partners to develop and manage a response mechanism data base.
Qualifications and Experience:
- A Bachelor’s Degree in Demography or equivalent from a recognized university.
- At least 3 years practical work experience in monitoring & evaluation and emergency setting will be an added advantage
- Demonstrated skills in usage of technology and other statistical packages in collecting, storage and analyzing data.
- Experience in Participatory M&E methodologies in an emergency setting
- Proven understanding of programming concepts and Human Rights Approaches to Development
- Strong analytical and logical ability
- Good knowledge of theory of change concept, programming processes, systems and principles,
- Leadership and support to staff and community level based M&E structures.
