The Zambia Agribusiness and Trade Project

The Zambia Agribusiness and Trade Project is a World Bank funded project under the Ministry of Commerce Trade and Industry (MCTI) of the Government of the Republic of Zambia. The Project aims to contribute to increased market linkages and firm growth in agribusiness. It comprises of three components aiming at: (1) Market Linkages in Agribusiness; (2) Strengthening the Regulatory and Institutional Framework for Agribusiness and Trade; and (3) Project Management and Monitoring and Evaluation. Subcomponent (1a), which NIRAS is implementing, is aimed at Building Productive Alliances in Zambia (PAZ) and which seeks to link organized small-scale producers to the market through linkages to commercially viable value chains.

The Finance and Administration Assistant (FAA) will be based in Lusaka and in charge of the day-to-day management of Finance and Administrative tasks under for the TSP team. S/he will prepare monthly cash flow requests, financial reports and ensure proper documentation. S/he will ensure the TSP is cost-effective, efficient and accountable. The FAO will Report to the Finance Team Leader and provide periodic updates to the NIRAS Finance Manager, as well as Project Manager.

Primary Responsibilities and Duties:

  • Prepare financial reports in line with NIRAS and ZATP Project policies and procedures

  • Prepare budgets, track expenditure and perform variance analyses

  • Ensure effective financial management

  • Ensure compliance with relevant project/donor rules, regulations and internal controls

  • Post financial transactions into the accounting system

  • Preparing for both internal and external audits and/or financial reviews

  • Provide checks and balances of financial transactions

  • A liaison person with the bank on financial maters

  • Prepare cash flow forecasts and ensure effective cash flow management

  • Oversee the preparation of payments to vendors and other service providers under the project

  • Payroll preparation and ensure timely payment of statutory obligations- PAYE< NAPSA and WHT

  • Responsible for maintaining consultants’ records

  • Prepare monthly bank reconciliations and track bank transactions

  • Ensure proper asset and inventory management in line with laid down procedures

  • Reconcile activity advances and ensure adequate backup documentation

  • Provide administrative and logistical support to Project Team for efficient Project implementation

  • Ensure all procurements of services and goods are carried on a timely manner
  • Desired Qualifications:

    • Minimum of a Bachelor’s Degree in Accounting/Finance or equivalent from a recognized institution
    • Professional qualification such as ACCA/ ZICA/CIMA will be an added advantage
    • Experience with Pastel Accounting system and Excel Spreadsheets is desired
    • Valid ZICA membership registration
    • Outstanding interpersonal skills and eager to work in similar projects
    • A minimum of three (3) years’ experience in financial management.
    • Experience with Development Cooperation, including experience with World Bank funded projects.
    • Ability to juggle multiple tasks and willingness to take initiative.
    • Ability to communicate effectively in English, both verbally and in writing.
    • Exceptional computer skills, particularly in Microsoft Office
