Description
To ensure timely and compliant high-quality procurement of goods and services and tight management of contracts by Procurement team, together with project and administrative staff
Main Tasks and Responsibilities:
- Oversee procurement functions and provide guidance on procurement activities to achieve vendor sourcing for high quality goods and services for the Project.
- Review and adapt the procurement manual and processes to respond to the needs of all SNV projects, in line with SNV procurement policies, which adheres to international best practice and applicable regulations.
- Bring the procurement process of SNV Zambia to a higher standard.
- Conduct all procurements of both goods and services relevant to the projects, supplies and equipment, ensuring that they are in accordance with local laws and donor requirements in line with SNV and donor policies and procedures.
- Compile procurement plans, which are approved and remind all project staff to submit their requirements on a quarterly basis
- Manage and administer SNV project service contracts to ensure contractors’ compliance and performance, accurate and timely reporting to SNV systems
- Communicate with project staff and relevant stakeholders, plan deliverable and activities, review their progress and address deviations in terms of timelines and quality, based on planning, deliverables.
- Advising SNV management on areas of risk, implications and compliance issues.
- Maintain accurate vendor database and ensure supplier compliance to SNV registration requirement.
- Carry out regularly due diligence checks on vendors.
- Draft and issue consultancy contracts according to SNV policy and format; maintain consultancy data base update and complete, including of the evaluations of finished consultancies.
- Prepare purchase orders, MoU’s, sub agreements and sub contracts; maintain accurate and complete procurement files.
- Keep a contract register daily updated.
Academic & professional qualifications, Knowledge and Experience:
- A postgraduate qualification in Procurement and/or related field
- A minimum of 10 years or more in Procurement of goods and services within international NGOs environment
- Demonstrated experience and understanding of procurement of goods and services under DFID, EU, US, and USAID funded contracts or grants.
- Ability to build and maintain relationships with donors, private sector and other stakeholders;
- Knowledge of and experience with working with Zambian Government bodies, from national to lowest administrative levels.
- Results orientated and committed to accountability;

- Excellent written and oral communication skills in English;
- Excellent interpersonal skills including patience, diplomacy, willingness to listen and respect for colleagues and outside contacts;
- Excellent communication (written and oral), reporting and presentation skills and fluent in English.
