Description
The Monitoring and Evaluation Manager is a member of the PEPZ senior management team, providing specialist input and support to the Team Leader and the Strategic Management Team.
The M&E Manager ensures that PEPZ has access to robust data and analysis to support evidence-based management decision making and reporting to DFID and other stakeholders.
The M&E Manager works closely with the International M&E Expert to ensure the smooth running of all monitoring and evaluation activities within the sector teams.
Principal Responsibilities
Strategy and leadership
- Uphold high standards of monitoring and evaluation ethics and ensure adherence to DFID policies.
- Contribute M&E expertise to the deliberations of the PEPZ senior management team
- Lead on the development and update of the PEPZ theory of change and log frame.
- Lead on the development and implementation of the M&E Strategy and Annual Workplan.
- Manage timely and effective implementation of the M&E strategy
M&E planning
- Ensure compliance with PEPZ M&E Manual.
- Lead the development of the M&E components of intervention partnerships.
Data collection and analysis
- Ensure that PEPZ staff are well equipped to carry out on-site monitoring visits to projects and provide capacity building and training as required.
- Lead the M&E inputs into all intervention partnership agreements and service contracts produced by PEPZ sector teams.
- Oversee intervention partner baseline studies and preparation of high priority interventions results chains.
- Collect data for periodic special studies e.g. case studies and success stories.
- Ensure timely collection of M&E data from intervention partners and beneficiaries.
- Conduct M&E spot checks on PEPZ intervention partners and beneficiaries.
Progress and Results Reporting
- Ensure that M&E data presented to sector managers allows effective oversight of intervention progress and results.
- Ensure regular updating of programme M&E tracking systems and monitor quality of data inputs.
- Maintain and update the M&E database and provide relevant information and reports on demand.
- Lead the process for M&E on consolidating internal quarterly and annual reports for PEPZ.
- Provide data and analysis to the Communications Manager as input for communication materials.
Management
- Participate in the senior management team meetings.
- Lead management and performance reviews of M&E staff
- Manage the implementation monitoring of intervention partnerships.
Qualifications and experience
- Bachelor Degree in Monitoring & Evaluation, Social Development or a relevant field, a Master’s Degree would be an advantage
- Minimum of five years managing complex M & E systems, including experience designing and implementing M&E results frameworks
- Strong knowledge of donor regulations and policies preferred.
- Experience in DFID projects would be an added advantage
- Demonstrated supervisory and leadership skills
- Excellent organizational, analytical oral and written communication skills
- Proficiency in Microsoft Office programs particularly Excel and Word a MUST
