Description
The purpose of this position is to strengthen University of Maryland’s Monitoring and Evaluation (M&E) capacity country programs. The M&E Manager will be responsible for supervising the team of M&E, Strategic Information, Health Information, eHealth and IT staff and coordinating efforts with partner M&E staff. The M&E Manager will keep abreast of state of the art M&E approaches to ensure the use of technically appropriate monitoring and evaluation models and information systems.
Key Responsibilities and Tasks
Set up, manage, and report from a functional M&E system for the HIV programs.
Tasks
- Take lead in development, implementation, and management of the M&E Plan for the program.
- Provide hands-on technical assistance to staff in designing, monitoring, evaluating and reporting systems.
- Take lead in development of M&E tools for the program.
- Being responsible for the management and development of program databases for each of the technical component and supervising data entry including collation into program databases.
- Actively interrogate databases for discrepancies, errors, and missing data in order to verify the accuracy and validity of the data.
- Undertake data analysis relevant to project activities and dissemination for the program.
- Conduct regular and routine DQAs to ensure accuracy of data.
- Develop daily, weekly, monthly, quarterly, semi-annual, and annual reports for the program.
- Lead the development of the eHealth (mHealth and EMR) strategic approach and its implementation.
- Ensure strengthening and expansion of effective referral systems.
- Support the program team (Technical leads, Program Managers, Hub Leads, Field officers and SI/M&E officers) in review of HIV service delivery at the health facility and community level for timely decision making.
- Collaborate with partners to ensure appropriate monitoring and evaluation activities, including providing input into appropriate logical framework and indicator development.
- Capacity building and mentorship of program staff in Monitoring and Evaluation.
- Participate in HMIS/M&E/eHealth TWG.
Reporting
The M&E Manager will report to the Chief of Party and Deputy Chief of Party for the grant on which she/he is employed, as well as the Director of SI (HQ) and Director of SI (Lusaka).
