Description
This is a nationwide survey aimed assessing the prevalence and incidence of the Human Immunodeficiency Virus (HIV) infection in the Zambian population, assessing the coverage and impact of HIV services at the population level, and characterizing HIV-related risk behaviors using a nationally-representative sample of adults aged 15 years and older.
ZamPHIA invites applications from suitable candidates to fill the following position.
Senior Procurement Officer
The Senior Procurement Officer is knowledgeable of all procurement rules and restrictions as applied by local laws with responsibility of the quantification, vendor engagement, procurement processes, contract management and procurement of all goods and services procured locally. The Senior Procurement Officer will lead and provide technical and strategic direction to the ZAMPHIA procurement and supply team in ensuring an uninterrupted supply of health and non-health commodities required in achieving the goals and objectives of the program.
Primary Responsibilities:
- Coordination of procurement and supply management of health and non-health commodities for the grant.
- Ensure that procurement of health commodities and overall pharmaceutical management procedures follow relevant guidelines for health commodities management protocols and are compliant with all regulatory requirements.
- Ensure cost-effectiveness in the procurement and management of commodities (health and non-health commodities).
- Identify new strategies and cost-effective approaches to improve service delivery
- Contract Management for 3PL and other vendors
- Plan procurements and track shipments
- Develop and maintain systems and mechanisms for the acquisition and delivery of health non-health commodities that are most appropriate to the needs of the ZAMPHIA Program
- Any other role as assigned by Supervisor
Qualifications:
- Degree in Purchasing and Supply/CIPS Level 6, master’s degree will be added advantage
- Member of Zambia Institute of Purchasing and Supply
- Knowledge of GRZ and USG procurement regulations
- Familiarity with the Zambia Procurement ACT
- Minimum of ten (10) years relevant experience managing health supply chains on donor funded programs e.g. HIV, Malaria, etc. with at least five (5) years managerial responsibility.
