Description
The University of Maryland Baltimore with funding from the Centers for Disease Control (CDC) will conduct the Zambia National Population HIV Impact Assessment (ZAMPHIA 2020).
ZAMPHIA 2020 will assess progress towards achievement of the UNAIDS 90-90-90 targets on national and subnational levels. The data will be used to focus HIV services and resources to the areas of greatest need and help move Zambia closer to HIV epidemic control.
The University of Maryland Baltimore affiliate, Maryland Global Initiatives Corporation Zambia (MGIC Zambia) is currently inviting applications from interested persons, who meet the minimum requirements to apply to the key positions advertised. Project Duration is scheduled for eighteen (18) months and successful candidates will be offered employment for that period.
Human Resources Officer
The Human Resources Officer is responsible for directing the planning, development, implementation and administration all human resources disciplines for ZAMPHIA and local and international staff: employment, compensation, benefits, employee relations, government employment reporting, and training. The position is based in Lusaka. Specific responsibilities may include but are not limited to:
Primary Responsibilities:
- Implements day-to-day administration of all HR activities for the project in a timely, efficient, and proactive manner.
- Serves as the strategic resource and business partner to project leadership and project management staff.
- Coordinates recruitment process to ensure a smooth process flow
- Participates in periodic planning process for programs and budgets and advise project leadership on related HR issues, e.g. skills gaps, training needs, over or under staffing, etc.
- Provides regular briefings to supervisor and leadership on HR matters, including the status of recruitment, leave balances, etc.
- Provides specialist employee relations advice and guidance with respect to disciplinary, grievance and absence, to ensure consistent application.
- Manages staff to ensure a high level of customer service and confidentiality is provided
- Provides leadership, technical assistance and monitoring to field offices in the administration of HR functions.
- Ensures proper filing / record keeping of all HR related documentation including personnel files.
- Creates and maintains checks and balance systems and procedures for all personnel related data.
- Maintains a thorough awareness of developments in labor laws and legislations and advises management accordingly.
- Performs other duties as assigned.
Qualifications:
- Successful candidate will have a bachelor’s degree in Human Resources Management, Business Administration or related field
- 5-8 years of progressively responsible human resources management experience in the areas outlined
- Demonstrated success in multicultural environments is required
- Good working knowledge of local employment laws, policy interpretation, and benefit administration
- Demonstrated ability as a team player, excellent communication skills, and strong computer aptitude is required
- Prior experience working within an NGO environment is a plus
- Must be a member of the Zambia Institute of Human Resource Management
