PURPOSE OF ROLE
At MBCC, the occupational health doctor is responsible for the development, implementation, assessment and review of a comprehensive occupational health (OH) service for all MBCC staff and MBCC corporate clients and their employees.
Under supervision of the Medical Director, the occupational health doctor will provide clinically competent and proficient OH services and have a thorough knowledge of all aspects of occupational exposure, early detection and disease prevention, risk based medical surveillance, examinations, fitness to work assessment, injury on duty protocols, quality improvement and infection control.
KEY ACCOUNTABILITIES
- Manage and run the day-to-day MBCC occupational health OH service operations, supervise staff (OH nurse & admin) where appropriate and perform administrative duties to a standard of professional excellence.
- Deliver clinically competent OH services using proper medical technique and equipment and continually update knowledge to perform all required duties effectively.
- Ensure that MBCC protocols and procedures, and HPCZ legal requirements relating to OH are adhered to at all times. Where there are gaps in MBCC OH standard operating procedures (SOPs), design and draft needed procedures and submit to the Quality Department and medical director for review and approval.
- Participate in the Occupational Health and Hygiene Forum (consisting of the OH doctor, CMO and HR Manager, Safety manager, Industrial hygienist, Clinic manager) to coordinate OH and fitness to work cases; review abnormal findings; and occupational risk exposure profiles etc.
- Protect and maintain patient confidentiality and privacy at all times in keeping with the MBCC Patient Confidentiality Policy. Failure to do so will result in disciplinary action.
- Be accessible at all times when rostered for shift work, on-call or OH emergencies.
KEY RESPONSIBILITIES
- Adhere to the MBCC Standards and SOPs that guide the OH service and ensure they are relevant to current practice and updated annually or as directed by the medical director.
- Carry out OH assessments and medical examinations for scheduled clients and their employers, and MBCC employees. This will include pre-placement, periodical, return to work, incapacity and exit medical examinations.
- Maintain a register of all OH clients and set up an appointment system to identify new clients appointments, follow-ups and referrals to third party providers for other medical testing.
- Work closes with the MBCC first aid stations and paramedics to ensure Injury on Duty (IOD) cases are reported immediately, and fitness to work (FTW) cases are investigated promptly.
- Maintain proper patient records and medical documentation per MBCC policy and the Zambian HPCZ requirements.
- Conduct health risk assessments and occupational risk exposure profiles (OREPs) (i.e. awareness programme for pregnant workers, psychosocial risk factors relating to shift work etc.) where appropriate.
- Schedule facility OH inspections as instructed by the MD or client request. Promptly report any potential hazards like chemical exposure and safety, radiation risk exposure and faults to the appropriate person.
- Provide information and education to clients, customers and MBCC staff on hazard exposure and controls.
- Contribute to the provision of training, advice, health surveillance, vaccinations, investigations of cases of occupational ill health, and other general OH issues.
- Work closely with the Wellness Centre to develop rehabilitation and return to work programmes.
- Promote a safe and secure environment for clients and foster a culture of OH.
- Participate in the purchasing and ordering of OH equipment with approval from the CMO.
- Calibrate all OH equipment (audiometry, spirometry, vision etc.) and ensure daily equipment checks are carried out and there is valid certification of all OH equipment.
- Shall be familiar with the work processes and work environment, and the health risks.
- Participate in the design the specific medical adjudication & surveillance programmes required by the findings of the site’s Health Risk Assessment (OREPs), and continually review them as required by the client.
- Review outcomes of all occupational health tests, for adverse exposure effects, and impacts on medical fitness to work and manage the deviations.
- Perform any other duties or responsibilities as may be required from the MD and hospital/clinic manager from time to time.
Qualifications, Experience & Skills required
- Must have completed a Bachelor of Medicine and Bachelor of Surgery or equivalent.
- Must have post graduate qualification in Occupational Health.
- Must have at least 3 years’ experience in Occupational Health.
- Must be registered with the Health Professionals Council of Zambia (HPCZ) and have a valid and current practice license.
- ACLS and ITLS training is an advantage but not a requirement.
