Lubambe Copper Mine is located within the Greater Konkola Area of the Zambian Copperbelt and consists of a large – scale mining license covering an area of approximately 240 square kilometres. The mine is a modern, world class facility with fully mechanized underground operations.
Lubambe Copper Mine is owned by EMR Capital of Australia (80%) and ZCCM – Investments Holdings (20%).
The Mine is currently in a ramp up stage and will ultimately produce 45, 000 tonnes of contained copper and will employ approximately 1,500 people. The Plant infrastructure consists of a Concentrator plant, a laboratory and underground infrastructure. The Concentrator incorporates crushing, milling, flotation and filtration. The design capacity is 2.5 MTPA of ore at an average mill grade of 2.3% copper, yielding 45,000 tonnes of contained copper in concentrate to be sold to smelters in Zambia.
Lubambe Copper Mine seeks to employ experienced and qualified individuals in the following position:
MINING LEASE AND LAND SUPERINTENDENT (x1)
This position reports to Technical Services Manager
CORE PURPOSE OF THE POSITION
The position is responsible for all Land management issues in the Company. It will act as a single point of accountability for the Company’s compliance requirements of the Mining License regarding land use, managing the Company’s Surface rights and co ordinating land use (between CSR, the existing mine and extension).
Key Performance Areas/Indicators (KPA/Is):
- Compliance with all Regulatory requirements with respect to the Mining Lease and Surface Rights
- Overall responsibility to develop, manage and maintain a strategic land use Master Plan allocating our surface rights between interested departments: CSR, the existing mine and the extension project
- In coordination with Legal, negotiate, manage and oversee acquisition of any vacant land above the Company’s Mining Lease
- Lead engagement with appropriate authorities on Land Management issues
- Work effectively in cross-functional context with the COO, Extension team, Communications, HSE, Security, Legal, CSR and HR teams on all aspects of Land Management and, where necessary, support community engagement
- Devise and maintain effective performance management tools
- Network with Land Manager counterparts at other mining and industrial concerns
Specific tasks:
- Defining and mapping in detail:-
- who owns the surface rights above Lubambe’s Mining Lease,
- who owns the surface rights adjacent to the Company’s Mining Lease, including in DRC,
- who has the mining rights adjacent to our Mining Lease, including in DRC
- Ensuring compliance with the Large-Scale Mining Lease requirements including obtaining the Pegging Certificate
- Rectifying the discrepancy between the Company’s Mining Lease in the cadastre system and the Zambia/DRC border as the two don’t match; also ensure compliance with all other Mining Lease conditions to mark cave area, etc
- Assist with the subdividing of plots in Chililabombwe for potential sale to employees
Academic Qualifications and Experience
- University Degree from a recognized institution; Legal experience is an added advantage
- 5-10 years’ experience in land use and Mining license management Proven ability to work independently of fixed instructions/ability to take concepts through to completion in the areas noted above
- Solid writing and communications skills
- Having a keen visual and aural perspective related to creation and presentation of materials
- Track-record of delivering results and acting as a change agent
- Ability to work with an communicate/present to senior executives/Board members
- Be flexible in working both with a team and individually
