Description
Joint Country Programme (JCP) Zambia is a faith based NGO, a merger of three organisations: Norwegian Church Aid, Christian Aid and DanChurch Aid in Zambia, invites applications for a full-time position as Project Manager for the project “From Trauma to Resilience: Reducing SGBV in Luapula Province”, stationed at a project office to be established in Mansa, Luapula Province, with a prompt start-up. The Project Manager will report to the Head of Programmes at the Country Office in Lusaka and work closely with the Programme Coordinator on Gender Justice, Finance and Operations, as well as partner organisations.
Main Responsibilities
- Overall responsible for the project implementation of the project “From Trauma to Resilience” in Luapula Province.
- Ensure the development of annual plans and budgets are in accordance with the Approved Budget and Description of Action.
- Provide regular updates and reports to the Programme Coordinator, Head of Programmes and Country Director who shall regularly update the donor.
- Lead a team of experts and support staff in executing the project and hold regular project staff meetings.
- Overall project Compliance, Efficiency and Effectiveness in accordance with NCA and EU standards and routines guidelines.
- Liaise with the Country Office on Financial Management and Reporting.
- Appraise and approve district level annual project plans and budgets.
- Supervise the implementation of the project activities in the 12 districts of Luapula province.
- Provide quality assurance in entire project life cycle & contribute to National Thematic Platforms for learning.
- Link the project to the main NCA Gender Justice Programme.
- Ensure synergy between projects and other actors to achieve synergies, learning and further scale and impact.
- Identify Partner Capacity Building & Organisational Development needs and design appropriate interventions.
- Coordinate and take part in Project Management, PDCC, Partner Indabas and interprovincial meetings.
- Support the Communications Officer in documenting stories of change and Visibility and Communication Plan.
- Coordinate evidence based Public Policy Advocacy.
- Liaise with Country Office’s Operations team in the Personnel Management for the Project.
- PMER (Planning, Monitoring, Evaluation and Reporting):
- Guide, support and supervise the Provincial PMER team to ensure the following:
- Holistic monitoring, evaluation and reporting on the project.
- Designing and implementing the data management system for the project (liaising with the JCP PMER Coordinator).
- Liaise with Government departments and donors on project implementation.
- Maintenance of comprehensive electronic and hard copy files at provincial and district levels.
- Technical support in Project design, Development, Implementation, Monitoring, Evaluation & Result based-reporting.
- Partner adherence to NCA’s and the EU’s monitoring and data collection system.
- Timely delivery of financial and narrative project reports to the Head of Programmes.
- Monthly submission of time sheets for all staff.
Key Qualifications and Experience:
- Degree in Development Studies/Gender Studies/Human Rights, Law or related field, Master’s Degree will be added advantage.
- +10 year qualified work experience, preferably in gender and development work.
- Solid experience in project management and leadership of large-scale development/human rights projects
- Knowledge and experience in Gender, Gender Mainstreaming and Partnership Development support
- Track record in Gender and Development and knowledge of issues of Transformative Masculinity will be an advantage
- Experience in Advocating for enabling policy and legal frameworks for gender and human rights.
- Strengths in Project Cycle and Logical Framework Approach (LFA), Result-Based Reporting and Theory of Change (ToC
- Excellent public relations skills, and in creating linkages and networking with other actors working in Gender and Development
- Documented experience working with digital analysis and tools
