Technical Advisor for Gender-Based Violence (GBV) Services

SUMMARY OF ROLE

IntraHealth seeks a Technical Advisor for Gender-Based Violence (GBV) Services to support IntraHealth’s activities on the new five year Stop GBV project. The project aims to strengthen the environment for people to live lives free of gender-based violence and enjoy healthy, supportive gender-equitable relationships in Zambia. IntraHealth plays a key role on the project consortium led by the Zambia Center for Communications Programs (ZCCP) and funded by USAID.

The Technical Advisor for GBV Services is responsible for providing technical leadership, coordination, and implementation as well as support capacity building and quality improvement for One Stop Centers (OSC) for GBV services. They will work closely with the team of MoH public health specialists at national level and the district health offices to ensure that the One Stop Centers provide comprehensive, quality GBV services and collect and report data routinely. The Technical Advisor for GBV services must have expertise in GBV prevention and experience? in the health sector, including HIV/AIDS, with demonstrated experience in building capacity of clinical staff, quality assurance, and using data for decision making. S/he assists the head quarter and country team members to deliver quality programming, use of data for evidence-based decision making, and documentation and dissemination of results and lessons learned. This person reports to the IntraHealth Project Manager in Lusaka, Zambia and travels within the country/region approximately 30-40% time. This position is based in Lusaka.

ESSENTIAL FUNCTIONS

• Provides project leadership in ensuring and supporting the maintenance of OSCs in select sites to provide comprehensive, high-quality post-GBV services for all, including key population in the context of HIV.
• Supports development and identification of new sites for OSCs, working closely with USAID and the Ministry of Health.
• In consultation with the district health teams and one stop center staff and other project partners, develop a training and capacity-strengthening strategy.
• Manages and coordinates the roll out of the capacity-strengthening strategy.
• Ensures a quality assurance system is in place and that it provides the necessary support to the OSC staff.
• Ensures an efficient and effective referral system is in place from the community to the OSC and the OSCs to the community.
• Supports the adaptation of locally-relevant, evidence-based, and high-quality GBV service guidelines at OSC.
• Travels to the districts quarterly to ensure that OSCs are following GBV polices, guidelines and procedures and to oversee and support OSC activities.
• Develops strong working relationships withthe Ministry of Health, OSC staff, and other stakeholders at national and district level as relevant.
• Monitors activities against plans and budgets, highlighting any significant deviations to the Project Manager as well as proposing and supporting remedial actions should significant variations arise.
• Approves use of funds for implementation of approved weekly and monthly plans from HIM Provincial Coordinators
• Ensures quality data is collected and reported at the OSCs and that data is used at site, district and national level to ensure quality services are provided.
• Contributes to quarterly and annual reporting.
• Recruits, hires, and manages consultants as and when needed.
• Presents the project and findings to the donor and stakeholders as requested.

MINIMUMREQUIREMENTS

• An advanced degree in public health, social science, business, international development or related field
• Minimum of eight years of relevant experience
• Demonstrated technical and program expertise in GBV prevention and response in the health sector, including HIV/AIDS, with demonstrated experience in building capacity of clinical staff, quality assurance, and using data for decision making
• Experience in developing training capacity-strengthening plans, including experience designing and facilitating different types of meetings and workshops using a variety of participatory, adult-learning methodologies and approaches
• Ability to think strategically and integrate diverse information from varied sources
• Track record of training and mentoring others to improve health services
• Experience in collecting and analyzing relevant data for assessing and improving services
• Good understanding of key stakeholders of Zambia’s Ministry of Health and demonstrated experience in working collaboratively with public, private sector and civil society organizations
• Experience in working on USG funded projects and understanding of USG rules and regulation is an advantage
• Enthusiasm for fostering relationships with a broad network of donors and other external stakeholders
• Strong inter-personal, communication and presentation skills, with excellent written and verbal communication in English
• Proficient in Microsoft Office package particularly Word, Excel, PowerPoint
• Fluency in English and at least one indigenous language
