SUMMARY OF ROLE
IntraHealth seeks a Senior Project Manager to support IntraHealth’s activities on the new USAID Stop GBV project. The project aims to strengthen the environment for people to live lives free of gender-based violence and enjoy healthy, supportive gender-equitable relationships in Zambia. IntraHealth plays a key role on the project consortium led by the Zambia Center for Communications Programs (ZCCP) and funded by USAID. The Senior Project Manager (SPM) is responsible for providing technical, management and operation support to IntraHealth’s activities in Zambia to achieve excellence and impact, with a specific focus on the USAID Stop GBV project.
As IntraHealth’s point person in Zambia s/he assists the head quarter and country team members to deliver quality programming, use of data for evidence-based decision making, and documentation and dissemination of results and lessons learned. S/he plays a supportive role in assisting IntraHealth in seeking new and diversified donor funding and innovative partnerships to expand IntraHealth’s work in Zambia. S/he brings experience in assisting with the proposal development process (writing and budgeting) for health service delivery, gender equity programming, and/or health systems strengthening procurements working closely with the country teams. S/he supervises Zambia based staff. S/he reports to the Senior Technical Manager at IntraHealth HQ in Chapel Hill, NC and travels within the country/region approximately 30% time.

ESSENTIAL FUNCTIONS
- Provides technical and program management oversight and support to in-country teams to ensure the strategic, programmatic, technical, financial, and contractual integrity from project start-up through implementation and close out.
- Leads IntraHealth’s annual work planning and budgeting process for the Stop GBV project and ensures that IntraHealth contributes to the project’s quarterly and annual reports.
- Manages, supports and supervises IntraHealth staff in Zambia in consultation with IntraHealth’s Regional HR Business Partner and the Senior Technical Manager.
- Manages short-term technical assistance needs, hiring of consultants and procurements for IntraHealth’s Zambia projects to execute the work in an excellent and timely manner.
- Oversees and ensures that the operational systems in-country (finance, contracts, administration, security and human resource functions) are fully functional and support quality project implementation, in full compliance with prime, donor and IntraHealth policies, procedures, standards and regulations.
- Manages and monitors project implementation and expenditures, ensures that IntraHealth fulfills its cost share collection and that project narrative and financial reports are submitted as per the prime’s and donor’s requirements.
- Works with the in-county teams and HQ staff to ensure the documentation and visibility of the program(s), highlighting technical and programmatic innovations, strengths, results, and impact.
- Ensures IntraHealth’s registration in Zambia is maintained to support continued implementation.
- Represents IntraHealth and the country program(s) at health and development fora, including, donor, bilateral and multilateral consultative groups and meetings and when interfacing with the Ministry of Health, Ministry of Gender, Ministry of Education, and Ministry of Chiefs at national and district levels and other relevant stakeholders.
- Liaises with other programs, technical, digital health/informatics, advocacy, communications, and corporate staff to ensure that organizational resources contribute to IntraHealth’s visibility and growth in Zambia.
- Supports strategic planning and business development activities to generate revenue, growth and impact through existing and new products and services, including working closely with Business Development and the South Africa Regional Director to support the development of new proposals and partnerships.
- Reports to the Senior Technical Manager with a dotted reporting line to the Stop GBV Chief of Party.
- An advanced degree in public health, social science, business, international development or related field;
- Minimum of eight years of experience managing and implementing public health projects with a focus on Gender, GBV and HIV/AIDS preferably in Zambian context. Five years' supervisory experience required. Prefer candidate has a technical background in at least two of the following areas: gender, gender based violence, HIV/AIDS and quality assurance.
- Good understanding of key stakeholders of Zambia’s Ministry of Health and demonstrated experience in working collaboratively with public, private sector and civil society organizations;
- Experience in managing USG funded projects and understanding of USG rules and regulation is an advantage;
- Excellent program management skills including strong analytical skills, including use of data to drive programmatic decisions, and experience in strategic, operational and program planning and budgeting;
- Excellent skills in leading and fostering high performing and motivated teams able to deliver results on time and on budget, meeting funder/client expectations;
- Enthusiasm for fostering relationships with a broad network of donors and other external stakeholders; and
- Excellent written and verbal communication in English with expert presentation skills and experience in writing technical proposals, articles and abstracts for international, regional and national audiences.
