Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The global Sustainable Fisheries and Aquaculture (GP Fish) Project is part of the BMZ special initiative One World – No Hunger. This special initiative aims at reducing extreme hunger and poverty in a selected number of countries. GP Fish contributes to this objective by implementing projects in the field of sustainable fisheries and aquaculture with a particular focus on artisanal practices.
The “Fish for Food Security in Zambia” (FFSZ) Project supports the development of Zambia’s aquaculture and fishery sector in Luapula Province and the Eastern Province. The aim is to increase the availability of fish products for the food insecure population by implementing sustainable fisheries management for small water bodies in the Eastern Province and increasing the aquaculture production of sustainably operated small and medium size aquaculture businesses in Luapula Province. While fish farmers and dam committee members are the core focus group of the project, it strives to develop the entire value chain in which these are embedded.
The FFSZ Project has three action areas (outputs):
A. ‘More fish, more work’ by increasing the production of fish from artisanal fishery and aquaculture, resulting in increased sector-employment.
B. ‘Sustainable fish’ by improving the necessary framework condition for the implementation of sustainable and resource-protecting practices in artisanal fishery and aquaculture.
C. ‘Less fish from illegal, unreported and unregulated fishery’ by combatting illegal, unreported and unregulated artisanal fishing practices.
In this context, GIZ is seeking a suitable candidate for the following position:
(Senior) Advisor on Sustainable Fishery Management (based in Chipata)

Main tasks and responsibilities:
- The design and implementation of project activities in the Eastern Province
- The coordination of advice with regard to fishery management systems for small water bodies in the Eastern Province
- Supporting the team leader in the overall project management, especially in coordinating project activities between the different intervention areas of the FFSZ Project
Technical support to the FFSZ Project
- Implementing a fishery management system for small water bodies in close consultation with the team leader
- Ensuring project implementation in line with the strategic vision, objectives and indicators
- Supporting the team leader to ensure accurate budget planning, monitoring and steering according to GIZ guidelines
- Supporting the coordination of project activities in synergy with the other intervention areas of the FFSZ Project
- Supporting further development of the political framework to facilitate the development of a sustainable fishery in small water bodies
- Supporting the coordination of project activities with the Ministry of Fisheries and Livestock (MFL), donors, research centres, as well as relevant private and non-governmental actors
- Contributing to the elaboration, implementation supervision and coordination of partnership agreements with research institutions and other implementing partners aimed at reinforcing access to production-enhancing innovations on identified topics
- Supporting the evaluation of collected data for result-based monitoring (RBM) and accurate documentation of project activities listed above and compiling regular technical reports for GIZ and to the aquaculture round table
- Supporting and organising capacity development events for formal and non-formal qualification of officials and beneficiaries
- Networking with all relevant value chain actors at the regional and national levels
Technical support to the Department of Fisheries (DoF)
- Supporting the team leader in providing policy and technical advice to the DoF on the wider subject of fisheries management
- Providing technical advice to further develop the National Fisheries and Aquaculture Policy by referring to and incorporating the following FAO documents:
- FAO Code of Conduct for Responsible Fisheries
- Voluntary guidelines for Small Scale Fisheries (VGSSF)
- Voluntary Guidelines on the Responsible Governance of Tenure of Land
- FAO Technical guidelines for responsible Fisheries:
- Aquaculture Development
- Health management for responsible movements of live Aquaculture Animals
- Genetic resource management
- Ecosystem approach for Aquaculture
- Supporting relevant platforms by sharing experiences from the implementation of a fishery management system for small water bodies
Other duties/additional tasks:
- Assisting the team leader in:
- Information and knowledge management, monitoring and evaluation and public relations
- Generation, dissemination and adoption of innovations, in particular:
- Identification and adaptation of available innovations/technologies in fisheries and aquaculture
- Quality control of applied trainings and extension work
- Performing any other duties/tasks as agreed with management
Qualifications and requirements:
- Minimum of a bachelor’s degree in Fisheries, Aquaculture (with specific know-how about fisheries in small water bodies) or a similar field; a master’s degree is an added advantage
Professional experience:
- At least 5-10 years’ professional experience in fisheries and/or aquaculture development/extension, especially in the smallholder context of Zambia
- At least 5 years’ professional experience in value chain development
- Experience in working with devolved structures, such as dam committees and farmer groups and national entities
- Experience in working with communities (i.e. community-based approach)
- Experience in organisational development and advice and/or capacity building
Other knowledge, additional competences:
- Good knowledge of logical planning and cross-cutting issues (anti-corruption, climate change, gender, etc.)
- Demonstrable interest in social and economic development
- Must be a team player and is expected to work well in a multicultural and multidisciplinary environment
- Excellent networking and communication skills with the ability to engage and advise a broad range of stakeholders including dam committees, government representatives and donors
- Fluency in English, both written and oral
- Fluency in at least one local language widely spoken in the Eastern Province, e.g. Nyanja, Cichewa, Nsenga, Tumbuka, etc.
- Good working knowledge of ITC technology (related software, telephone, fax, email, the Internet), computer applications (e.g. MS Office) and advanced administrative and database management skills
- Strong skills in data analysis, working with spreadsheets and writing reports
- Ability to exercise flexibility and must be willing to travel within Zambia frequently
