Project description
This EU financed programme, implemented by GIZ, is designed to enhance climate smart Water Resource Management (WRM) and efficient agricultural water use of smallholders in the Lower Kafue Sub-catchment area in Zambia, while applying a gender sensitive approach.
The task consists to increase the resilience of water users in this sub-catchment area with better planning of water resources allocation, monitoring of water abstraction, mediation and conflict resolution over natural resources. In addition, sensitive areas for headwaters, ground water recharge areas and riverine areas must be protected with participatory land use planning techniques.
This overall objective is to be reached by:
(1) Strengthening the institutional capacities of the Water Resources Management Authority (WARMA) and the Department of Water Resources Development, e.g. in climate sensitive WRM and conflict management and mediation activities.
(2) Strengthening of capacities of technical staff in WARMA Offices and members of the sub-catchment water councils in order to reach the efficient implementation of strategic catchment protection measures by local Water User Associations (WUA)
(3) Strengthening of technical capacities in the WUAs situated in the Lower Kafue Sub-Catchment so that they are able to accomplish their function as representatives of farmers and water users.
(4) Application of new technical options for efficient use of water resources
(5) Improvement of capacities of public and private extension service providers who train smallholder farmers on efficient water use, harvesting and irrigation.
A very important cross sectional task consist in setting up a monitoring and evaluation system which allows visualization and communication of project activity progress at decision makers, in order to take adjustment measurements on time. The coordination and cooperation with other key actors in the agricultural and environmental sector will be crucial for successful programme implementation.

Job description
- Conduct capacity needs assessments of smallholder dairy farmers and public and private extension services
- Conduct baseline assessment on smallholders’ knowledge and application of water harvesting, storage and irrigation
- Assess successful training approaches for extension services and smallholders in Zambia and other countries, including the Farmer Business Schools approach
- Develop training methodologies, training modules and materials together with public and private extension service providers and local training institutes
- Conduct ToT of both public (i.e. Ministry of Agriculture) and private extension service providers (e.g. cooperative or private sector companies) as well as local training institutes, including practical demonstration on sites
- Promote and roll-out training for 11,000 smallholder farmers on agricultural water management, conducted through local organisations
- Develop operational plan and monitoring plans, and provide support and follow-up for continuous support by extension officers after the trainings
- Give technical advice on the capacity development aspects of demonstration sites: participatory planning, trainings on operation and maintenance,
- Give expert inputs and support on programme strategy and implementation, monitoring system, training methodologies, cross-cutting themes (e.g. gender equality)
- Evaluate training impacts and disseminate training experiences with national institutions (MoA, MoLF and MWDSEP) and cooperating/ development partners
- Contribute to data collection and monitoring that shows project progress and impacts
- Provide inputs for communication and PR material
- Contribute to project reporting
Qualifications
- Education/training: University degree related to Development Cooperation, Andragogy, Environmental Education, Agriculture and/or Water Resources Management - Languages: English & Tonga
- General professional experience: 10 years
- Specific professional experience in Capacity Development: 8 years
- Development Cooperation (DC) experience: 3 years
- Other: Teaching experience
