Role Summary:
Attaining complete knowledge of the site execution plan, time schedule, scope of supply / work, scope of civil works, major subcontracts, budget and account structure, status of documentation, EHS plan, site staffing plan, applicable local regulations, restrictions, border subjects etc.
Essential Responsibilities:
- The GE site manager would have to control the job of GE subcontractors and act as the day to day onsite contact with the Customer
- Operational
- Mobilise the site and set up of site infrastructure
- Plan and set up vehicles, accommodation and other support for GE staff
- Establish site regulations and rules of site operation
- Select and hire local personnel as required following GE policies and procedures
- Execute daily (if required), weekly and monthly comprehensive reports
- Set up the site filing and document control system
- Strategically execute the site Cost Control
- Strategically execute the GE EHS Policy and the site EHS plan
- Strategically manage the site schedule, progress of works and cost
- Set up and strategically execute the site QA/QC plan
- Take necessary actions to maintain high site morale
- Manage subcontracts / subcontractors
- Manage border issues, due to a site facilities build in the Zimbabwean side of no man’s land, between Zambian border et Zimbabwean border
- Conduct daily and weekly meetings with GE staff and subcontractors
- Managerial (Budget / Administration / People)
- The overall management and leadership of the GE site staff
- Developing a Site Safety Culture during the site execution of the project
- Promote & develop a collaborative culture towards seamless execution of the site works between GE, it’s sub-contractor, the customer and other contractors on site (e.g. civil works)
- Executing the project within the site installation budget (for this project, subcontractor will manage his own budget)
- Performance assessments of all site staff including contract staff and life-of-project staff
- Maintaining an intensive customer relationship and a high level of customer satisfaction
- Representation of GE to the customer and local authorities
- Maintaining and enhancing the professional image and reputation of GE at all times
- Health and Safety Management
- To lead by example and demonstrate a high profile personal commitment to EHS for the duration of the site execution by applying the general principles of prevention in a consistent manner
- Accountability for the implementation of the site EHS plan, for the overall EHS performance on site and for the deployment of the “Zero Tolerance to Deviation” approach and introduction of effective incentive schemes to promote safe behaviors
- Responsible for ensuring the site EHS management system remains effective and relevant to the progress of the site execution through regular audits and performance reviews whilst maintaining a focus on continual improvement
- Accountable for ensuring provisions are in place and maintained for an acceptable level of response to emergency situations that may arise
- Ensure EHS events are properly reported, investigated and corrective actions effectively implemented
Qualifications/Requirements:
- Develop means ensuring effective communication and consultation with the site employees on EHS matters
- Ensure training and development of GE/FI personnel and all other site employees in all aspects of the site EHS plan, including delivery of a suitable site EHS induction
- Participate in the Site Kick-off meeting with the Project manager, Customer, Constructors and sub- Contractors in order to promote GE/FI EHS programs/requirements
- Advise and assist in the investigation of serious accidents and dangerous occurrences. Where required, assist in the reporting of all such cases to regulatory agencies
- Identify EHS training required by people involved in the site execution, and provide support in organizing such trainin
- Liaise with customer EHS and Operations staff, to ensure GE/FI meets their EHS expectations for the project, and quickly addresses and responds to any EHS concerns they raise
- Provide EHS support to the Project Director and other project staff as required
- University degree (comparable with bachelor / master) or equivalent knowledge or experience
- Appropriate management experience in hydromechanical construction and or engineering
- Appropriate experience and training in general leadership and management technique
- High proficiency in English required, French is a plus but not obligatory
- Proficiency in the local language may be necessary
- High safety consciousness
- At least 20 years experience managing projects and or working on projects
