Basic function
Provide technical support in HIV-related clinical care service in the ZDFCT across the country.
Duties and responsibilities
Provide leadership and guidance to all technical staff on the ZDFCT project and oversee all technical components of the project. Liaise with the contacts for the Defense Force Medical Services (DFMS) in the supported provinces and at national level in supporting the delivery of HIV related clinical care service with focus on ART and TB/HIV management. Under the supervision of Project Director, develop and support implementation plans to strengthen local infrastructure with focus on HIV and TB management. Ensure the training of relevant staff in HIV/TB related clinical care/ART across the country. Assist in the development of evaluation strategies for HIV/TB related clinical care and ART/TB indicators across the country. Support targeted health facilities in carrying out clinical care activities as outlined in the work plan. Provide direct supervision to the Pediatrics ART and TB/HIV technical officers. Work in collaboration with the senior Care and Treatment technical officer and the Project Director in resolving HIV/TB related clinical care/ART implementation issues. Perform other duties as assigned.
Knowledge, skills and abilities
Experience in public health service delivery program management including managing HIV/AIDS/TB programs in Zambia. Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS and TB including provision of ART. Knowledge of Zambian clinical setting, including government and non-government settings. Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections. Ability to interact and build performing relationships with stakeholders, especially Defense Force Medical Service (DFMS) staff, Ministry of Defense – HIV Coordination Office, and institutions that implement activities in the project technical areas of Adult Treatment, Care and Support, Pediatric Treatment Care and support as well as TB/HIV at the facility and community level. Ability to work well with others and to develop and maintain compatibility among project staff, consultants and recipients of assistance. Current knowledge in ART and TB/HIV co-infection management. Demonstrated management skills, including relevant experience in direct supervision of professional Staff. Strong interpersonal, writing and oral presentation skills in English. Ability to work independently and manage a high-volume work flow. Ability to travel within Zambia 25%.
Qualification and requirements
- MBCHB / MBBS Medical Doctor with at least 8 years’ experience or Medical Licentiate,
- Clinical Officer or related degree with at least 10 years all with a Master’s Degree or higher in Public Health, Social Sciences or equivalent field with specialized training in HIV prevention, care and support interventions
- Registered member of the Health Professions Council of Zambia (HPCZ)
- At least four years in a technical leadership/management role for a project of similar size and complexity Experience in care, treatment and support for adult and Pediatric HIV/AIDS and TB at the clinical level.
- Experience with a USG cooperative agreement preferred
- Familiarity with Zambian public-sector health system and NGOs and CBOs highly desirable
