Description
Basic function
Provide technical support in HIV Prevention, care and treatment services in the DFZ sites in the named districts.
Duties and responsibilities
Liaise with the Defense Force Medical Service facility contacts including the Commanding officers to support the delivery of HIV- related services. Under the supervision of the Senior Care and Treatment technical officer, develop and support implementation of new technical strategies in HIV Prevention, care and treatment in targeted facilities. Collaborate with other technical officers in ensuring that training of relevant staff in HIV services is done. Assist in the development of evaluation strategies for HIV service indicators. Collaborate with M&E officers in ensuring smooth program monitoring. Support Defense Force health facilities in the supported districts in carrying out activities as outlined in the project work plan. In liaison with the M &E officer, assist in supervising the implementation of Quality Assurance and Quality Improvement (QA/QI) control measures in the facilities. Work in collaboration with the Senior Care and Treatment officer in resolving HIV service implementation issues. Collaborate with the laboratory Officer under the ZDFPCC project to ensure availability of HIV laboratory logistics. Perform other duties as assigned.
Knowledge, skills and abilities
Knowledge of health and development programs in Zambia. Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS, including provision of ART. Current knowledge on HIV/AIDS prevention and monitoring and evaluation (M&E) of HIV services. Knowledge of Zambian clinical setting, including government and non-government settings. Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections. Ability to work well with others and to develop and maintain compatibility among project staff, consultants and recipients of assistance. Well-developed written and oral communication skills. Self-motivated and able to work with minimum supervision and result oriented. Ability to travel within Zambia minimum 25% of the time.
Qualification and requirements
- Medical Doctor (MBChB), Medical Licentiate, Clinical Officer or Nurse.
- 5 to 8 years in public health, including HIV/AIDS/TB programs.
- Experience in Prevention, care and treatment for HIV/AIDS at the clinical level.
- Sound understanding of HIV/AIDS technical areas.
- Experience with ARV programs would greatly enhance the application.
- Familiarity with Zambian public-sector health system and NGOs and CBOs highly desirable.
