- Providing strategic and technical advisory to the Zambian Ministry of Finance, Ministry of National Development Planning and selected line ministries on public financial management with a focus on budget management and execution
- Supporting programme management in reaching its objectives in the area of budget management and execution, i.e. on payroll management, financial reporting incl. performance budget management and reporting as well as commitment, cash and risk management
- Supporting programme management in the preparation and execution of complex short-term advisory interventions in close cooperation with public financial management institutions
- Designing, preparing and implementing workshops, trainings, seminars or other events
- Preparing inputs for programme reporting including annual reports and other reports
- Degree in accounting, business, economics, public administration or a similar area of expertise
- Sound knowledge of policy, legislative and framework conditions that support transparent, efficient and accountable budget execution and management
- International advisory experience in payroll management, financial reporting incl. performance budget management and reporting and/or commitment; Cash and risk management would be an asset
- Experience with public financial management and the political economy of Zambia is a strong advantage
- Considerable experience in international development programmes and the coordination of multiple stakeholders
- Experience in working in the health, agriculture or energy sectors is an added advantage
- Proven team and people skills as well as diplomacy and tact to be able to communicate effectively with senior level officials
- Excellent communication skills with good command of both spoken and written English

- If you are required to work abroad for a period of time, you will receive an overseas supplement as reimbursement for your additional expenses. The amount of the overseas supplement depends on where you are located.

This therefore guarantees that your children will be able to attend a mainstream school where you are located and work towards completion of the Abitur (British A-level equivalent) or a qualification which is comparable to the German Abitur.
- If you have not yet found somewhere suitable to live when you travel to your placement, it is also possible to stay in a hotel in the short term. An allowance for hotel costs will be paid for this. For the duration of the employment abroad, GIZ will pay an allowance for rent in the place of employment.
