TITLE: Monitoring and Evaluation Manager
LOCATION: Lusaka, Zambia
REPORTS TO: Deputy Chief of Party

SUMMARY:
Counterpart International, Inc. (Counterpart) is implementing the USAID-funded five and half year Fostering Accountability and Transparency in Zambia (FACT Zambia) program. The program will improve the ability of Zambian civil society organizations (CSOSs) and citizens to collaborate with selected government entities to enhance and promote transparency and accountability in the delivery of targeted public services. The first objective of the program is to encourage civic participation among Zambians by strengthening the ability of CSOs to engage with grassroots constituencies in the areas of education, health and HIV/AIDS, sustainable rural livelihoods, and environment. The second objective aims to increase and improve the engagement between citizens and government service providers in these sectors. Over the life of the program, Counterpart will select and provide targeted technical assistance and financial support to a core group of up to 13 Civil Society Organizations.
The Monitoring & Evaluation Manager will also be responsible for developing, revising, implementing, and overseeing the program’s performance management and reporting system, including preparing and updating the Performance, Monitoring Evaluation and Learning Plan (PMELP), ensuring the accuracy and effectiveness of calculation methodologies used in the PMELP, establishing data collection and management systems, coordinating with organizations, ensuring data integrity, verifying data, preparing and submitting all required performance reports to USAID in a timely manner. The position will report to the Deputy Chief of Party.
DUTIES AND RESPONSIBILITIES:
Through close collaboration with the Counterpart Headquarters Team, the Monitoring and Evaluation Manager will:
- Monitor and review the program’s Performance Monitoring, Evaluation and Learning Plan with support from CPI HQ
- Provide regular performance information on the program’s Monitoring, Evaluation and Learning Plan.
- Collect quality data for the PMELP through sound data collection methodologies and data tabulation/analysis, and by conducting periodic data quality assessments.
- Schedule, support and manage internal assessments and evaluations to assess program impact.
- Assist external evaluators in the implementation of independent evaluations of the program.
- Manage the program’s inputs into Counterpart’s Monitoring & Evaluation (M&E) database and Management Information System.
- Work closely with the Chief of Party and headquarters (HQ) staff to review program performance and propose adjustments.
- Train and mentor program sub-grant partners to develop monitoring and evaluating as well as data collection systems.
- Conduct technical assistance and coordinating M&E-related workshops for partner civil society organizations and participants as required.
- Lead the Governance officers in collecting information for and preparing bi-weekly and quarterly reports on program activities, including review of partners’ reports, success stories and provide feedback as needed;
- Contribute to overall FACT project planning and development
- Work closely with the DCOP to ensure quality and timely production of the Program Annual workplan and the quarterly and annual Report.
- Other duties and responsibilities as assigned.
QUALIFICATIONS:
- Bachelor Degree in International Development, Monitoring and Evaluation, Social Development or a relevant field, Master’s Degree preferred.
- Minimum five years of experience managing M&E for large-scale international development operations, including experience designing and implementing M&E results frameworks; developing PMELPs, Work Plans and Performance Indicators; and monitoring on-going programs for USAID or other large donor organizations.
- Familiarity with evaluation methods and standards, preference given to USAID Evaluation Policy.
- Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.
- Excellent organizational, analytical, oral and written communications skills.
- Demonstrated supervisory and leadership skills.
- Ability to work well in a team environment.
- Excellent computer skills (Microsoft Word, Excel, PowerPoint)
- Commitment to gender integration; practical implementation experience a plus.
- Excellent writing skills in English; knowledge of a local language is a plus.
