In Zambia, CHAI’s Pediatric HIV program is supporting the Government of Zambia (GRZ) to accelerate the scale up of pediatric antiretroviral therapy with funding from the ELMA Philanthropies. This 3 year follow on program builds on the work started in phase 1 of the ELMA supported pediatric HIV program that started in 2014 and has contributed to significant progress made on attaining the first 90 on pediatric testing. In order to build on the gains made in phase 1, efforts need to be intensified around the 2nd and 3rd 90 to attain 90% coverage on, initiation and retention on treatment including achieving viral suppression for all pediatric populations on ART. The program will build upon Phase I results, by focusing on (i) institutionalizing proven testing interventions; (ii) establishing strong linkage systems, and (iii) identifying effective strategies to improve pediatric retention/viral suppression.

CHAI seeks a full-time Pediatric HIV Program Manager to lead the team, to be based in Lusaka, Zambia. Dynamic individuals with strong analytical skills, organizational skills, and ability to handle fast-paced work environments with immense responsibilities are sought for this role. This position offers a unique opportunity to work closely with government in developing and implementing ‘smart’ strategies for scale-up of pediatric HIV care and treatment services for Zambia to reach 90/90/90 goals for children by 2020.

Organizational setting:

The Pediatric HIV Program Manager will work under the direct supervision of the Senior Program Manager HIV/Health Financing and Research. She/he will line-manage a Senior Program Officer, and a Program Analyst.

The Program Manager will be responsible for the execution and management of the Zambia pediatric HIV program. S/he will be involved in all aspects of program management including planning, budgeting, monitoring & evaluation, knowledge management, qualitative and quantitative analysis, implementation, and reporting. This is a challenging but rewarding position, which will have direct impact on thousands of children in need of life-saving treatment.

• Provide technical assistance to the MOH ART Office to assist in the programmatic design, and implementation of new Pediatric HIV Program initiatives in line with grant objectives and activities
• Support the MOH ART office and M&E units to roll out new monitoring mechanisms in- country, and develop M&E systems and mechanisms to help GRZ track key indicators
• Manage an ambitious work plan which requires effective coordination with the relevant Ministries, implementing partners and other stakeholders, and across CHAI teams (HIV Access and Labs)
• Manage relationships with MOH public health teams at national and sub-national level specifically those focused on HIV, TB , Labs and Child Health, ensuring the key representatives remain actively aware of and engaged with the program activities, including helping to resolve program bottlenecks as they occur
• Actively participate and drive innovation during the ART Technical Working Group (TWG), Laboratory TWG, and other relevant sub working group meetings
• Support and coordinate GRZ assessment visits, trainings, supervision and mentoring and utilize data collected from these exercises to determine the effectiveness of Pediatric HIV program scale-up and any remaining bottlenecks to optimal implementation
• Design and manage a series of demonstration pilots in 20-30 facilities, which will include protocol development, operational guidance development, trainings, data collection, mentoring, and frequent feedback to the MOH on the progress of these initiatives.
• Occasional travel to facilities and districts to support program activities including the launching of pilot interventions, assessments, implementation, trainings and relevant supervision and coordination visits
• Support GRZ to address identified bottlenecks to Pediatric HIV treatment and care scale up and improve quality of services, ensuring mechanisms are in place for sustainable service delivery.
• Maintain and update as needed program management tools including budget, work plans, and progress trackers. Provide monthly financial variance explanations and program progress reports as required. Ensure awareness of the program within CHAI Zambia
• Meet all CHAI internal reporting requirements
• Contribute to the development and design of CHAI’s pediatric HIV and eMTCT strategy in Zambia and globally, and support the mobilization and management of financial resources to implement that strategy
• Participate in the proposal development process for follow on funds for the Pediatric HIV programme, including budgeting and drafting of proposal components
• Maintain communication and relationship with eMTCT/Pediatrics global team and contribute to global program reporting as necessary
• Perform any other duties as assigned

• Bachelors’ Degree in Social Sciences or Public Health. A Master’s in Public Health, International Development or Business Administration is an added advantage
• Minimum 7 years of professional experience in the private or public health sector, with experience working in a HIV/AIDS, Early Childhood Development (ECD) environment an advantage
• Minimum 5 years Program Management experience, including leading diverse teams, managing budgets, financial and narrative reporting, engaging in program forecasting processes, and effective work planning
• Proven ability to operate independently, multi-task, set and achieve ambitious targets with limited guidance
• Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.
• Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments
• Exceptional communication skills, including excellent spoken and written English
• A natural strength and ability in building strategic relationships in an African setting
• Good proficiency in relevant computer applications, particularly MS Excel, PowerPoint and Word
• Strong analytical (qualitative and quantitative) skills with proposal development experience an advantage
• Ability to maximize available data to provide strategic recommendations
• Knowledge and/or experience of the health sector in Zambia a distinct advantage
