About Cities and Infrastructure for Growth Zambia (CIGZambia):
CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects /programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Department for International Development (DFID).
The overall programme objectives are:
- increasing urban productivity;
- improving inclusive access to urban economic infrastructure services;
- increasing investment into urban economic infrastructure services; and,
- enhancing national and regional integration between cities.
Background to the role
A multiplicity of factors threatens Lusaka’s water security, with issues ranging from fast-growing demand for water by Lusaka’s population and industry leading to over-abstraction, interference with the recharge areas, encroachment, contamination and escalated climate vulnerability. These threats have serious socio-economic implications and jeopardise the health, productivity and prosperity of Lusaka’s residents and businesses.
Recognising that cooperation is crucial to address water security in Lusaka sustainably, the Lusaka Water Security Initiative (LuWSI) was established in 2016 as a multi-stakeholder collaboration system between public and private sector, civil society and international actors to support more effective sectoral leadership, analysis, advocacy and project development. LuWSI is spearheading the Water Security Action and Investment Plan (WSAIP) process, which is aimed at harnessing the synergies between integrated water resources management and integrated urban planning. In this context, LuWSI, of which Lusaka Water and Sewerage Company (LWSC) is a core member, is also supporting the Lusaka West Water Supply Project (LWWSP). This project seeks to protect groundwater resources and recharge areas to provide adequate water supply to the light industrial area and surrounding communities located in the western part of Lusaka city.
LuWSI needs to develop a business model that will secure its future existence and operations ensuring that it has the resources and institutional capacity to fulfil its remit. NWASCo, the national water regulatory body that hosts LuWSI, also has ambitions to extend the programme to other Zambian cities and is looking to strengthen its governance framework.
Objective/scope of work
CIGZambia intends to provide to LuWSI Secretariat a dedicated experienced strategy and institutional development manager for an initial period of twelve months. The manager will be based in Lusaka and will be tasked with building the capacity of the LuWSI Secretariat to develop and implement a sustainable business model for LuWSI in the long-term.
This will include, but is not limited to the following:
- Review of LuWSI business model and plan; meetings with key stakeholders to better understand LuWSI and its past/potential roles
- Capacity and organisational development assessment and strategy development for LuWSI Secretariat to implement business plan
- Human and organisational capacity building to implement business plan
- Developing and marketing detailed service offerings; support development of a marketing plan
- Financial forecasting and planning
- Support LuWSI Secretariat to implement the business plan and in client relationship management
- Support the delivery of critical projects for revenue generation (e.g. Lusaka West Water Supply Project), including private sector engagement
- Support with the legal establishment of LuWSI as an independent entity
- Support the development and implementation of mechanisms for community representation and participation in LuWSI and LWWSP throughout the different stages of the programme
- Support the development of clear and transparent financial and procurement systems so as to be able to satisfy the requirements of a range of donors/financiers
- Work with the Secretariat and LuWSI’s partners to identify and devise ways to exploit policy and programmatic opportunities and linkages to strengthen LuWSI
- Work with the Secretariat and LuWSI’s partners to strengthen LuWSI’s position as project enabler, building the Secretariat’s capacity to coordinate future such projects as part of its service offering
Requirements
- 10 years’ experience in developing and implementing successful environmental and sustainability strategies and services (including on water)
- 10 years’ experience in organisation development, coaching and capacity building, working across public sector, private sector and civil society
- Proven communication and marketing skills, with a track record of producing attractive communications deliverables in a range of formats
- Proven project planning and budget/financial management skills, especially in the field of complex multi-disciplinary environmental projects
- Experience of working in African (preferable) or non-African developing country contexts
- Track record in resource mobilisation from donors and private sector
- Demonstrable experience in programme/project management
- Demonstrable experience in communication and strategy formulation/development
- Leadership and negotiation skills
Qualifications
- Degree in economics, development studies, environmental, water related courses
- Master’s in business and/or marketing related subject with a focus on strategic business development
