Monitoring and Evaluation Manager Ref No. ME/FF/29/10/19

Reports to Lab Director. The incumbent will be responsible for providing technical expertise in the design, implementation and review of the project’s monitoring and evaluation interventions. She/he will lead the development and sustainability of an effective Monitoring and Evaluation system for the project, track performance, report to CIDRZ, Consortium, and Government, and inform progress of the project.

Main duties

• Develops M&E plan aligned to the Fleming Fund M&E templates
• In collaboration with the data team, develops instruments / tools for collecting, analysing and conducting data quality assessments in collaboration with partners
• Works closely with the project technical team and partners to regularly assess implementation progress against targets
• Provides M&E training and technical assistance to consortium members, collaborators and surveillance sites as need may arise
• Develops a Monitoring and Evaluation plan including process and output indicators
• In collaboration with the team lead, Project Manager, Technical team members, and Consortium, develops dashboards for flagging and monitoring project indicators
• Analyses the data produced by the data teams and implementation sites before reporting and analyse trends at least monthly
• Compiles and submits all the required reports for project team, consortium members and other partners, accurately and timely in the templates developed
• Monitors and reports progress towards targets and identify gaps in service delivery

Qualifications

• Bachelor’s in statistics, social studies, bachelors medical and biological sciences, public health or equivalent
• At least 5 years of relevant M&E experience at supervisory level required
  excel analytical training
• Post graduate training in M&E and prior M&E training is preferred.
• Experience in data collection and reporting tool development.
• Conversant with electronic data tools
• Excellent excel data analysis skills
• Excellent computer skills
