The Catholic Relief Services (CRS) country program was established in 2000, and administers a varied and diversified portfolio of nutrition, health sytems strengthening, food and security economic growth and livelihoods, orphans and vulnerable Children (OVC) research and HIV and AIDS programs. Catholic Relief Services Carries out the commitment of Bishops of the United States to assist the poor and the vulnerable overseas.
BACKGROUND
Epidemic Control 90-90-90 (EpiC 3-90) support the Ministry of Health (MOH) in targeted faith-based sites to achieve UNAIDS Fast Track goals for epidemic control: 90% of all PLHIV know their status, 90% of those diagnosed will receive sustained ART, 90% of all people receiving ART will have viral suppression.
EpiC 3-90 supports comprehensive HIV/AIDS service delivery at supported faith-based facilities while building capacity and systems for sustainability through three-pronged approach: 1) Supported health facilities improve their delivery of HIV prevention, treatment and laboratory services; 2) Improve key health system functions and structures needed to deliver quality HIV services; and 3) Health information strategically collected and utilized to improve HIV service delivery.
JOB SUMMARY
Take a lead in Informatics aspects of the project for effective community delivery of EpiC 3-90. Provide training and technical assistance to health facility staff in SmartCare and setting up computer/ tablet networks, installation and upgrading of tablet/ computer software including antivirus software.
Establish and maintain SmartCare EpiC 3-90 health facilities and ensure its availability at all times.
Work with EpiC 3-90 core team whenever necessary to set up temporary networks for data verification and training at various health facilities
DUTIES AND RESPONSIBILITIES
- Support and provide training on all health informatics used in the EpiC 3-90 Project including but not limited to SmartCare.
- Support and provide training for data management, and IT skills
- Work hand in hand with IT Team of CRS Zambia to procure, set up, and maintain computers at the health facilities, as per specifications
- Take the lead on all informatics at the health facility and community ART service points
- Undertake some programming tasks which support software application and database systems including coding, code documentation, unit testing, debugging, writing queries
- Participate in data analysis and report compilation at the health facilities (monthly, quarterly, annually) on all required indicators
- Backup data entry services at various health facilities where a backlog may exist; perform minimum data entry when needed and supervise temporary data entrants as required
- Participate in CQI activities for the timely compilation and submission of reports to stakeholders. CQI activities to include data validation and cleaning at the various health facilities as required.
- Participate in implementation of activities in work plans, meetings for shared experiences, and additional trainings as required
- Assist in collection of accurate monitoring reports from health facilities (monthly, quarterly, biannual, ad hoc)
- Conduct relevant technical assistance visits to health facilities as indicated
Data collection and monthly reporting.
KEY WORKING RELATIONSHIPS
Internally: The IT Associate will work EpiC 3-90 SI/ME team, CRS IT Manager.
Externally: The IT Associate will interact with CDC Health informatics, Monitoring and Evaluation teams, Government of the Republic of Zambia clinical care and treatment technical teams, HMIS technical teams at the Ministry of Health, other implementing partners and stakeholders.
DESIRED QUALIFICATIONS
Essential
- Bachelor of Computer Science or a Diploma in computer science, or an equivalent, in a Computer Science discipline (IT, IS) combined with equivalent field experience.
- At least 2 years’ experience supporting M-health applications/ record systems
- At least five years’ experience in computer hardware, installation and maintenance.
- At least three years’ experience supporting electronic health record systems
SmartCare Certification – TOT required, Master trainer level preferred - Proven capacity building skills for groups with varying computer/ mobile device knowledge.
- Good communication, interpersonal skills and ability to work effectively as part of a team
- Ability to relate to stakeholders across all levels.
Minimum Qualifications:
- Expert knowledge in IT domains and ability to share technical advice
- Expert knowledge in virus protection and remediation
- Current knowledge of trends and development in computer/ tablet and mobile health technology and the administration of operations and long-range user requirements
- Must be available for domestic travel up to 80% and some international travel
